The Outlook Social Connector is built into Outlook 2010 and Outlook 2013 and available as an add-in for Outlook 2003 and Outlook 2007. For me starting Outlook with /noextensions switch enabled it to start, then I went to COM Addins dialog and disabled Social Connector Addin.
